That works but for some reason I need to click 2 times before it actually places the cell.

Alternative is to use key-in: place cell icon;set item toolsettings cellinteractiontype=1;place cell interactive absolute
but it is not elegant solution why the "place cell interactive" can't set it to rotate. Also there "place cell along keyin" which doesn't work. Seems no one actually tested the cell tools.

Thanks for the info. I'm not using tags so I am not concerned with that. I will check the path & cell names

The 16-bit characters tell that it doesn't correctly handle unicode strings. Could be related to cell name or path to it. Works for me with similar cell names in "C:\Program Files\Bentley\MicroStation 2023\MicroStation\Default\Cell\stencils.cel"

But found another issue it incorrectly displays tags and trying to fill them crashes Microstation.
