Create link, create folder and delete buttons are grayed out. How to un-gray? Reactivate? This is the kind of thing that drives me nuts?

What is the exact version no. (e.g. v10.x.y.z) of MicroStation that you are using? Use key-in VERSION to see the version no. in the MicroStation Message Center, or Help→About MicroStation in the backstage.

Using Connect Edition Update 17 v10.17.02.61. No additional product. Screenshot below.
Move the cursor over the Link Set icon and create (or import) a New Link Set. Once the link set is highlighted, the other options will be activated accordingly. Please check the following wiki article:
