Placing varying text by using Latitude/Longitude Coordinates

I have a csv file that has latitude and longitude points for roadway signs along a 30 mile stretch of road. I am looking for a way to import the Latitude and longitude of the point and place the text of the sign next to the imported point.  Example:

The assembly name is the text I want to place next to each coordinate.

  • 1. create an empty dgn and  set the  CGS to long  lat (I think I used ws84 for long  lat in the past)

    2.now set your active text to the correct size and  style.

    3.Now use the import coordinates tool (xyz) and  set it for x,y, T 

    4. Remove  the  names in the top  of the columns ( use a copy not the original) do not have blanks  on the first  line, then use the import tool to place the  text at the  right locations.

    5 Then ref attach this to your drawings that have a  known CGS datum  ie northings and easting  and  let it reproject.

    If you want actual points  I created a cell of  filled dots 1/10 of text size  and run the  import co-ordinates tool but use the copy but use the  option for xyC and set the active cell to your dot, this will place the visible dot at the  co-ordinates, then do the place text you may have to select all the text and  move it slightly  off the dot if you want to see both..

    Personally  I don't like using the lat long  option as  in my experience it  some times distorts the text, if that happens then either get conversion  program from Internet and  use the northing and eastings in a new csv file, btw you can place your sign as cells  via xyC for cell if you know what cell to use at each point you put the cell name in your xyzC  option .. note if you have 2d file it wont  see column 3 as Z..

    If this is all too hard and  you have open roads  in your office get the open roads person to reproject the file and  export the text to a northing and easting  file you know the CGS for in your microstation.

    This all sound like a lot  but its very easy but I didn't want to leave out too much if you never used it before.. This xyz tool is my  favorite in mstn it lets us do a some of what   normally  only GIS  products can do.
