Stumble across another reference bug in MS23.1 (same issue on U17)
Attached are 2 sample files. test.dgn is referenced into test - Copy.dgn.
In test - Copy.dgn:
1 - Copy the existing reference to Section_1 model multiple times, say 5 off.
2 - Change 1 of references from Section_1 model to Section_2 model. It should work.
3 - Change another reference from Section_1 model to Section_3 model. The reference will switch to itself, similar to snapshot shown below.
