I have to analyze several .CEL files (a lot in fact !), created by different people from different places. All are in V8 Edition 2004 format. The target is to create a unique cell libraries by selecting the best existing cells. So, I need to know which cells are in each cell libraries. Does a method, or a tool, exist for printing cell libraries, showing the cell and its name ? (PDF, paper, JPG, ...)
I know the CELL SELECTOR tool, but it doesn"t help me as it doesn't print.

If you have not yet, you might want to take a look at the Cell Utilities for MicroStation V8 Bentley Library Utility.
FWIW, there really isn't a MicroStation V8 2004 Edition format for cell libraries... V8 cell libraries can be created and used in MicroStation V8 2004 Edition, MicroStation V8 XM Edition, and MicroStation V8i.
