The Element Select By tool, in any version of MicroStation, ignores type 22 Point Strings. Is this by design? If so, why?

Just to clarify exactly what you are meaning. Is it the Select By Attributes tool that you are saying that does not contain Point String as an Element Type compared to the Element Selection tool which does contain this?
Also, the following post appears to have a similar discussion regarding this subject. Is this related?

I believe I have located Defect # 8158 which had been raised a while ago as:
TR # 144510 "user would like the 'select by attributes' tool to recognize and use element type 22 (point string)"
I have updated the details of this within our systems but for our development team to be highlighted of the users interest it would be useful for you to raise a new Service Request which I can then link to this Defect.

What are these point strings anyway compared to normal points(zero length lines)?
Here is a list of the element number and type. It appears this Type 22 Point String type of element is quite rare and a reason why it has not been included from even the very old versions. I am thinking that Jon Summers might need to supply an example DGN file to show these Type 22 elements and where they may have been created.

Not rare anymore. If creating terrain element and spot elements are left as points then they are type 22 and not points. Problem as always with Microstation there is no easy tools to convert between most of element types. In this case to convert points to cells only option is to export to DWG and back. Not very straight forward approach.
