Move a cell from 1 library to another.

You don't mention what version of MicroStation you're using, so I'll assume it's a flavour of V8.  Since a cell library is just a multi-model design file, you can use the tools found in the Models dialog to maintain the models in a  file.

• Open the destination cell library as the active file and navigate the the Models dialog.
• In the Models dialog, select Import Models and select the source cell library as the file to import from.
• In the Select Models dialog, choose the cells (models) to import and click OK.
• You can then open the source cell library, navigate the the Models dialog and delete the cells you just imported into the other library.

I don''t recall if there is a utility that would automate these steps,  but this should be enough to get you started.
