Does anyone recall where this style is defined in DGNLIBs?
The "none" style is not a named style, and thus does not exist as a standalone entity in any file. Editing the "none" style means that you are modifying the file's individual active text settings directly (which are then used to place text), and that the placed text will not be associated to any style.

That is what I expected, however 'Style:None' is giving end-users masked text (i.e. Backgrounds are set to on), which I would like to correct. Is this possible?
This would imply that each individual file's active settings are set to enable the background; you would have to go to each file, modify the active settings (e.g. "none"), save settings, then save the file.
It was probably "saved" that way in the seed file used to create your files.

As Roy suggested you should fix the Seed file(s) they are using to create new files first, then you can use the "Batch Process" utility to correct the other files like Jeff suggested.
In the Command file you need to first make the Text Style None active by using this key-in "textstyle active none"
Correct the background switch using this key-in "TEXTSTYLESET Background StyleFlag Off" options are On/Off/Toggle
Lastly Save the Settings for each file using the key-in "File Design" to hold that setting in each file/model.
