I received a file that included dimensions and notes. I needed to Rotate View on the file. It resulted in the text of some dimensions and notes being upside down. How can I change these back so that they can read correctly? I also wonder why it happened to some text but not all.

It depends how the dimensions were placed (notes are also dimension elems)
Dimensions are always rotated according to the view where where they have been placed. So when you rotate the view you need to select the dimensions (all will be ok) and then use the keyin "change dimension view 3" (3 is here for view No 3)

I haven't used Sketchup much but I sure like the way they handle dimensions in 3d. You rotate the drawing and the dimensions are still readable
