Is there a way to place a leader by itself, without the text dialog box opening? The only one I know of is A2 Place Note, and every time I use it I have to manually close the dialog box. TIA.

ok I place note using the standard tool place my leader arrow head where I want and the tail where I want then place a space in the text editor data point and close the text editor one leader done now if I need more I just copy paste and use the handles to modify it..
You could do the same in a cell then just attach it as a cell drop it and use the modify handles etc to make it look the way you want.. if you do it alot you can use a function key to call up and place the cell...
ac=<path to cell> .. personally I just use the macro recorder do the steps to attach my cell and then edit to suit my needs for placement ie wait for my data point.. then use the macro to bring it up each time ie key in macro arrow or copy the active part of the macro as a script in the function key usually it will be just a single line of text that is the command to go get the cell and wait for data point placement...
have a go at it what ever suits you the cell thing works well because you can choose the scale to use..

For my own needs I just use the standard place note and put a space in the word processor.. but there are 100 plus ways to skin a cat .. and something I mentioned may prompt you or others to use the work flow for something else.. well that'is how I learned how to do most things in microstation by coming up with work arounds or different work flows...
