I need to export TAGS to Excel, there anybody who knows how to connect MiroStation with Excel...(ODBC maybe...)
I already read the MicroStation help..but does not mention anything about it....

There a few ways to do this depending on what you want to achieve ..
Without any addons or programming in vba you have to create a tag report this will export to text file depends what you want to get out of the report but you can get the tags to link the element to output into the report the things like the element attributes ie area, level name, I have done this often tags you'll have to delve ( see links below) a little deeper but it will only export the tags so you can open in excel.. this is a one way one direction only process. ie from cad to excel.
Why Bentley doesn't just have a tool to export & import direct to excel via tags and back again into a dgn to update the tags is frankly beyond me as the feature exists in vba so why does everyone have to reinvent the wheel themselves when this is a basic modern feature ( ie using excel ... ) we would all benefit from in native ustn as a standard tool and not have everyone have to reprogram it.... ... rant ends here ok ..?
Back to your problem or get a third party addon ie LA Solutions has a lot of tools to do this, also Adam Lambert Caddpro has tool for this export tags to and from excel. ie both directions.

MicroStation has built-in tag reporting. But, as you have discovered, it's poorly documented. The Eat Your CAD guide that Lorys mentions is very helpful.
FlexiTable ™ provides tag data collection tools, and it's compatible with Excel. You can acquire tag values in a worksheet and save as an Excel workbook.

Try searching the forums. This question has been raised a few times and there are a lot of starting points for you.
It also depends on how familiar you are with VBA and writing code.
Alternately If you don't want to learn to code in VBA then use Jon's proprietary software.
And again...why we need spend time on this things are not available for the end users...I am not programing guy.
