For some reason I thought when using annotation scale the text would change using its justification. At least I was hoping so. What I found was that when using different annotation scales my text (stationing in this case) would "move" to the side.
The image is showing 2 different anno scales: 1=1000' isn't great but I can live with it; 1"=200' the station hs shifted away and to the right.
Is there something I missed to make the text "scale" about the "element center" like the Scale Tool does? I was hoping to have just one file with stationing that I could reference into at least 4 different scale exhibits.

Annotation text is scaled about it's justification point.
There is no way to scale it about the element center like the Scale Element tool.
If the annotation text is scaled about its justification point why does my text move? if you look at the image you can see that the 1000 scale texts' justification is between the 0 & 3 of the smaller white station behind it and in the 200 scale the justification is now between the 3 & 5 of the white stations?
I guess that was by biggest question.

Text location is stored in the file based on it's "text origin" not it's justification point. Scaling about it's center can be done with mdl, basic, visual basic, or in the old days with a user command by calculating the center based on the range variables. It is definitely possible for Bentley to do this.
This has always been an issue with text and justification. Bentley should create a method to change the text justification (or textstyle with a different justification) without having the text move arround drawing. Not sure this is possible but, I would think the bright mnds at Bentley could come up with something to solve this problem.
