I am creating custom line styles that I need to display at 1:1 regardless of annotation/global line style scale.
Ex. I have line styles that are stroke patterns that are 12', 24' 36' wide representing lane widths. If I am in a file that has the annotation scale set to 40, I do not want my line style to be scaled up 40 times, I need these line style scales to stay at 1:1 so the line widths are true scale.
I believe I found the problem. I needed to toggle on the "Physical" option. It seems to work.
