Microstation V8 2004 edition on a Windows 7 Professional (service pack 1) on a 64 bit OS
I work with Microstation 2004 daily and have been dealing with this issue for about 5 years. I am sick of looking everywhere and finding nothing written about this.
MDL applications wont load. Trying to get the ACADPAN.mdl app to load so i can pan using the middle mouse button but after loading it, nothing. Do i need to enter another command similar "reinit" for Autocad to get the MDL app to work?

Don't know about the ACADPAN MDL and don't have (2004) anymore but as a workaround you could Pan using the Shift + Data (hold down the Data) and move in a direction.
After its initiated you can let go of the Shift button. Data is typically the Rt. Click button.
You should be able to have the middle click do a "Pan Drag" or "Pan View" command but thats a little more complicated back in (2004)

Does the middle button issue a tentative snap or do you need to use the two button chord?
If the install is new, you might need to remap the buttons.
Also the Acadpan.ma uses a DLL which cannot be on a network drive.

Hold down th shift button and left button on your mouse for the pan. I don't know if ACADPAN was evera available back with 2004
