I'm trying to understand what the configuration settings mean under the 'Colors' filter. The Default color table is pretty obvious but what are the others used for or by? I'm currently running V8i SS2, in case its different in other versions.

-Colorbook Library List
-System Color Books Directory

Relevant when you have multiple phyical screens.
From MicroStation XM, so including your version, MicroStation has supported 'true' colours (i.e. 24-bit RGB values). That's a 16-million colour palette. Since most of us can't distinguish or describe sixteen million colours, Color Books provide a way to categorise a large number of named colours.
If the traditional Color Table floats your boat, then you can ignore Color Books. If, on the other hand, you want to use that specific shade of Pantone blue 294, then you will find Color Books useful.
