8.11.09.357 Create Region Flood uses elements in reference file outside of clip Boundary.

May have already thought of this but, have you tried turning off reference locate? Reference display may still be off and not show the reference but locate could still be on. Just a thought.

Thanks for replying.  Yes, I can use your work around.  Problem is you don't see it is an issue until after attempt the command and it is not readily apparent why you end up with the region you get.   Just want to make others aware if they run across this issue whats causing it.
