I was wondering there is a tool that will measure any linear element AND place a piece of text like ATOOL.MA does for areas.

Here's a 21st century VBA line labeller.
It's freeware and should work with both MicroStation CONNECT and MicroStation V8i.

The VBA project is supplied with full source code. You are at liberty to copy and modify it to your requirements.

Jon's LA Solutions website is a treasure trove of articles and examples.
The Wiki page for VBA programming also has quite a few examples.
And unlike a lot of programming documentation, the MVBA Help file is fairly verbose, with reasonable descriptions and examples.I believe it will be found in the program root directory - look for MicrostationVBA.chmFor example, in my OpenRoads Designer, I find that file in C:\Program Files\Bentley\OpenRoads Designer CONNECT Edition\OpenRoadsDesigner\In my MicroStation SS10, I find the file in C:\Program Files (x86)\Bentley\MicroStation V8i (SELECTseries)\MicroStation
