Using MicroStation Select Series 3 on Windows 7 64-bit machine
When using tools such as place line or place fence tool settings dialog does not appear. When attempting to open dialogs such as reference file manager or the model dialog these will not appear as well. Clicking on Windows>Place Line (tool settings) pull-down menu does not bring up the tool settings. Also verified that the Setting>Tool Setting pull-down menu option has a check beside it.
When MicroStation is open and is in the foreground when clicking on other open applications in the task menu they never appear in front of MicroStation but appear behind in the background. Could the same be happing with the MicroStation dialogs?
Update graphics card driver. Check the driver date for the graphics card.
To check this
1. Go to Help>About MicroStation
2. Click on System Info. button
This will bring up the System Information dialog
3. Go to Components>Display
4. Go to the "Driver" section
5. Check driver date
One issue could be that the dialog is tied to a 2nd diplay window and that happens to me if I am rushing and have one window behind hte other.

Sometimes this can be a problem in the User preference or interface settings. In the MicroStation Open dialog I would create a new User and a new Interface, then open a file. See if the problem still exists with a fresh set of preferences.
