Question

Which Bentley program will allow me to draw gears(number of teeth, heighth of teeth, etc.) in 3D and export *.stl

 The modeling is 95% good for print 3D.

you only need to draw in elevation view like 2d first the addendum , 1/2 of a tooth and the root then mirror and array turn in to single polygon and extrude surface in the 3d plane.. 
 the hard part is drawing the first tooth but it depends on the geometry of the gear type... 
 You might find a cell or acad block on the net but can you trust it... I used to be mechanical design drafter but I've forgotten all the formulae and equations and rules to construct the teeth and root and clearances but as its truely a symmetrical object cad will make it easier than the old drawing board days...cams are much harder but cyclic gear tooth should be easy 
 if its too hard in 3d for you start it in 2d and draw the face in elevation as stated above then turn it into 3d later.. 
 Then you can export to stl no problem.... 
 otherwise Proengineer, Solid Edge, Catia, there are some 3rd party free stuff but again can you trust it... 
 google involute gears and sketchup shows nice youtube..exactly with tool to do it and exports to stl
