If I am working in a file that has a project seed is it possible to create a batch file or MS equivelent to just open a file out of windows explorer?
Currently If I open a file in this manner I get an error message upon loading and the project is not opened attached to the correct project. I have to open Microstation and navigate to the file in the MS dialog box and select it with the correct project set.

I don't beleive you can as you need the variablles for your project specifically loaded.

Windows Explorer does not "know" about all the things that could be associated with a file -- sure, it can be "taught" to know which program to use to open a file, but all the other things that could be related (particularly workspace-related) need additional management processes to be included -- that is what is referred to as a "managed environment". That is one (of many reasons) why ProjectWise exists. Through ProjectWise Explorer, it "knows" about the things that are related to the file and includes them when the file is opened.

Is it correct that drag-and-drop from Windows Explorer, Total Commander or any other file browser, will open the dropped file with same settings as active file?

Phil - this goes back to an old question? Maybe worth a thought.Since everything is read when you open a file and not just when you open the project.
IS THERE A WAY TO OPEN A FILE THROUGH EXPLORER FROM MS OPEN FILE WITHOUT HAVING TO SELECT THE PROJECT.

Let us suppose the Project Preference file was placed within the Project folder and not the parent folder.Nice in that it would travel with that folder whereever it went.
Then a seed folder was created of the job structure for projects (only works if this is followed)Could be one folder no sub folders or one folder with many.
Then when you open a file through explorer - It could and I know for sure it could_ First FloorPlan.dgn
Always look at the file structure of the seed C:\jobs\Housing\Ray Bentley Residence\Plans\First FloorPlan.dgn
Look at where this file sits on the harddrive (what directory) C:\jobs\Housing\Ray Bentley Residence\Plans\
And now it know what job it is in Ray Bentley Residence
IT WILL KNOW WHERE THE PCF IS AS IT IS IN THIS DIRECTORY
THUS IT WILL KNOW WHAT PROJECT IT IS IN AND CAN DO ALL AS NEEDED.
The Beauty here is that when you are in Microstation you could go to another job without closing - select a file and it would open it in the correct job. If you need a message saying you are changing jobs so be it. I will go to other jobs to find elements useful for a current job. Some days constantly closing out of Microstation drawings back to the menu and then back in. No a issue until you do it hundreds of times in a day.
ALSO THEN YOU DO NOT HAVE 100 PDF FILES LOCATED WITH 100 FOLDERS ( I HAVE TALKED TO MANY WHO DELETE THE PCF FILES AS THE LIST IS TOO LONG IN MICROSTATION MANAGER.) YOU WOULD NO LONGER NEED THE PROJECT PULL DOWN AS IT AS THE JOB FOLDER IS NOW SMART. AND OPENING THE FILE IS NOW SMART.
YOU CAN ALSO SIMPLIFY THE USER IN THE USER HAVING TO BE PROGRAMMED FOR DIFFERENT FOLDERS (2007, 2008, 2009) AS YOU JUST OPEN THE USER (2013) FOLDER (RAY BENTLEY RESIDENCE) FILE (\PLANS\FirstFloorPlan.dgn) and it does the rest.
