My company is going through a revamp of our guideline on how we recieve drawings and models from our vendors. As of right now we are using V8i SS3. I have been searching all over to find out how far back someone can create a dgn that will work seemlessly with SS3. Right now our guide say 95 but I am certain that won't work. Does anyone know? Thanks in advance.

You should be able to open a DGN file created on a VAX in 1985. The IGDS (V7 DGN) format didn't, and hasn't, changed. Intergraph published the IGDS format in 1988.

Why are you certain? Have you a DGN file that won't open with MicroStation V8?
See the History of MicroStation.

It was more of an assumption. I just figure with modeling features that the file from 95 would be missing some features. Thank you though.
