I have a problem now where I can't drag to select objects above a raster image. Previously the raster was only selectable via a crossing mode selection across one of its edges. Now if I click and drag to select a group of elements, in front of or behind the raster attachment, Microstation is interpreting that as a command to grab and move the raster.
What did I toggle for it to behave like this now?

Try turning on "Ignore Locate Interiors" in the Workspace > Preferences > Raster Manaager.

I also find it beneficial to use Edit>Lock to lock the raster file in place one you have it where you want it and prevent unintended moves.

Another good option to toggle On is the "Disable delete Element Tool on Selected Rasters" Prevents detaching the Raster by accident!
