MicroStation SS3 v.08.11.09.459 (also SS2)

The attached AScale.zip file contains a dgn with 2 cells in a design model that isreferenced to the sheet model. When I change the Drawing Scale in the sheet modelto Engr 1:100 the cell that was created on the DR_P_Cells level disappears andthe cell on the Default level does not. I am wondering whether others see thisbehavior? The zip also contains the cell library with the two cells.
Was the the level for cell ASYMBOL cell(DR__P_Cells) a local level or did this level come from a level library file?
A level library was used to create the cells.
I have two observations. First, noticed that if it is a local level or if I import the same level from your DGN to another DGN the problem does not appear to occur. Try opening a new file and importing this same level (DR_P_Cells) into the new file and placing the cells.
Second observation is if I created a new file and attach your cell library the problem does not occur when changing the Drawing Scale. See the attached file.
If I create a file with seed2d.dgn file delivered with MicroStation SS3 I see the problem. If I create the file with the transeed.dgn, I do not see the problem.
I have created a file with the seed2d.dgn file and I still have no problems. Try the attached seed file.
