A co-worker of mine has on multiple occasions attached reference files to a drawing file and the references are not displayed. The 'display', 'snap' and 'locate' options are all checked in the reference window and all the levels for the references are 'turned on' or displayed. We aren't sure what the problem is.
Any thoughts on how to fix this?

When attaching the reference file are you choosing the correct model if there is more than one model in the file ?

you posted your question twice, not sure what post to use to answer ;-)
There can be more reasons why the reference is not displayed from a simple one like reference is not found (I don't expect it's you situation) to quite complex settings and configuration issues. A situation that can be easily created but not discovered is if the reference is attached to a level, which is common in AutoCAD but not in MicroStation. If the reference is attached to the level (can be checked in reference properties dialog) and the level is switched off, the whole reference is also not displayed regardless settings like levels display or display toggle in reference dialog.

There is only one model in the drawing, so by default, yes we are selecting the correct model.
I noticed the dual posting - I deleted the other post. :)
I checked to see if he is attaching them on a certain level, and that does not seem to be the issue.
Can you provide the file in question ?
