Everything we do here is in Feet and Inches with 12000 UORs per Foot.
In a DGNLIB file I have defined a dimension style with a text size of 1/8"
In a design model, I am dimensioning a plate which is 7x24" and have set my Annotation Scale to 1"=1'-0" as this will be the scale to which it is referenced to my sheet model. My text however is way too large. What Am I missing here? Thanks!
When you placed your dimension is the icon with the "A" highlighted?
Check your dimenson style in the file does not have a triangle over the style name (which would mean the dim style does not match the library). If it does then reset the dim style to match the library dim style.
Check your locks and verifty that anotation lock is on.

Maybe a bit of the topic but 12000 UOR is a very low resolution. Even the old 32 Bit APDP apps were 96,000 per foot. Are you sure your UOR for your style in your DGNLIB match your active working file? I have encounter some text scale issue resulting from different UOR's being used between files.
