I am having an issue with moving reference files in V8i, SS2.
When I try to move/rotate the reference file it says 'reference geographically reprojected, can't be user transformed' even though the orientation is set to coincident, in fact I changed the orientation and tried all of them still no luck.
I tried to create a new file from my seed file, and merged the reference file in and referenced this new file, it will let me move it a few times but a day or so later, same thing. It stops letting me do anything with it.
Anyone have any ideas?

Is it possible to provide small test case so that the files can be examined?
Check the following option in the reference dialog:
If it says yes, then you will not be able to change the reference as it is geographically reprojected into the active file.

Agree with Tim Hickman, your reference is most likely geographically reprojected (IE, uses a GCS - Geocoordinate System) when files are referenced using this method they are unable to be moved or scaled

here is a trick locate some elements in the reference that you can find easily by eye now draw a yellow big circle at two of these centred on the elements now detach ref and re attach but use top as the attachement now try to place near your circles you should now be able to move the reference to line up with your circles delete the circles now as its not reprojected anymore you can more to your hearts content......
Alternative create an empty file with your standard datum, now attach reprojected your reluctant ref file and merge it now your new blank file can be renamed to xy_ z.dgn where xy is the active datum name ( ie amg66) and Z is the original ref name.. you can now attach this file to your first original active file world coincendent and thus you will be able to move scale rotate that ref attach to your will....
