Raster File not showing up in reference

Question

I have a drawing that has a Master model and I reference in a raster file (.jp2 or .tiff) and when I reference the master into another model (in the same file) the rasters will not show up. In the raster manager I can click on the .tif file and a red box will appear but nothing inside it. Very Confused. I know microstation well but I am not a programmer.

A late reply to this but I've just experienced the same issue and found that the raster display is also linked to the level that was active when the raster was brought into the .dgn. 
 
Turn that level on and off and the raster display will toggle on and off with it.

Found my solution to this problem. For me it was in reference manager. I made sure Live Nesting was selected, then changed Nesting Depth from 0 to 5. My rasters are on one design model, referenced into a different design model in the same DGN, then that "master" model is referenced into a separate DGN.

I had some issues with the display of raster images on a users PC not too long ago. All they saw was an outline/border/handles 
I found a key-in that would toggle the raster display on/off without it showing in the Raster Manager. The Raster Manager said it was displaying in the view when it wasn't. Try keying in "Raster Display Toggle" No ""
