I work for a water utility company and we have 1000's of plans scanned to TIFF, some very long (up to 15m) In order to reduce printing costs, these have to beconverted to PDF for easier viewing.
I have found that Bentley Viewer and Microstation v8i are very efficient PDF creators. With the right pltcfg, they produce compact and efficient PDFs from TIFFs, longer than 5m.
After opening the TIFF in either of the above programs, I proceed as follows:
File > Print Organizer will allow you to plot multiple files with a print style to place the fence around your border defining the plot area prior to plotting using your existing PDF.pltcfg.

No TIFF is of equal size. Isn't that a problem ? (like I said, I'm a computer tech, not a CAD specialist)
If the TIFF is attached to a DGN and you are bringing the DGN into Print Organizer, you can fit to the master and ref in the Area tab, then create the PDF. I think this may work.
