We have found MicroStation V8i SS3 08.11.09.459 as well as Navigator V8i 08.11.09.536 , crashes when atempting to detach missing reference file in RED. See attached
In V8i(Ss3) the Reference Attachment can be Locked-In-Place by another Application (i.e. Open Roads, Civil3D, etc.). I haven't come across it yet but this might be the issue because it will not allow you to Detach. Check the Reference Dialog indicators shown in the image.

No that is not the case here, I have tested it with my own dgn files on my computer no network involvement.
Any chance of getting a sample (empty copy of the original that is giving you problems) Otherwise we have to play 20 questions.
Is the file you are in a DWG or DGN and is the Referenced file a DWG or DGN?
Is the level it is attached to locked?
We really don't have allot to go on.
it's pretty simple, open a dgn then attach any dgn as reference> close the dgn file. Now move the referenced dgn to a different location or delete it. Now open original dgn check the reference dialog box. The dgn you attached should be RED, right? Now try and detach the RED reference dgn. This is where it crashes.... at least for us it does.
I am unable to reproduce this following your workflow above, having select the ' Detach Reference ' an Alert displays confirming ok to detach, on selecting OK it detaches as expected.
May be file specific as George pointed out, are you able to reproduce with new files?
How did you attach the reference which attachment settings did you use, coincident / saved view / Live nesting etc
