Raster Reference Origin. Why is it where it is?

OK this has bother me for quite awhile so I need to ask.

If you attach a raster reference the default location places with the upper left corner of the image at 0,0.

If you attach interactive it uses 2 opposite corners via data points.

The question is why is the origin of the file the UPPER left corner of the the BOTTOM left pixel?  Why not at the corner of the image?

    Yes I would request the Insertion point (currently upper left) and the origin (currently lower left) of the image be one and the same.   Unless there is some valid reason for them to be different.  

    Note:

    Because thats how we've always done it is an excuse not a valid reason.

    Thanks but I'll pass.  

    The short answer is I'm to going waste time to file a paper trail explaining common sense.  

    The long answer on my reasoning why not to file TR's and CR's have deleted in the past.  So I'll save everybody some time and not bother writing that up AGAIN.
