Do Element Templates with Hatching parameters change the spacing of the hatch lines according to the drawing scale?
If not, should that not be an option? And should you be able to l=place hatching and patterning that is annotative, scaling up or down with annotation scales?

I am not sure whether I am following up here correctly. But here is the current status of the results based on template lock off (upper part) and lock on (lower part) in the image. Is this what you expect to see? As Wade said, the Hatch Spacing's setting can be controllable by the Element Templates.
