Very hard to reproduce.... today I worked with MicroStation whole day but i still couldn't meet this problem. If I could reproduce it, I should have already posted the steps. Those files are located on a 128GB USB flash drive, MicroStation is installed on the locate computer.
I can't answer you this question because it cannot be reproduced, and this issue didn't crash down the MicroStation (or maybe it do, yesterday the workstation suddenly has no response, pressed Num Lock key, no response, after a while the workstation reboot).
Likely those provided information above cannot help that much, just leave it...... it is too rare.
Understood that you do not have exact steps to reproduce, but as Phil suggested, can you move the files off of the flash drive and onto the local hard drive of the machine?
Leave them on the local drive for a few days and see if the issue occurs.
Then please update after the test.

Well, after few days' testing, I don't see any problem. I don't know why.
I too have experienced this error. Mine occurs when I delete elements quickly. The files we work with are located on a local server that is quite dated (will be upgraded sometime this year hopefully). The only think I can think is causing this error is a lag between my PC and the server when the changes I am making to the design file.
also, we are using MicroStation Version 08.11.07.443
