I am using Microstation V8i SS2.
I have created a chain using the smart line tool. Then have tried adding fillets to each pi location. I used the key-in to type DWG Fillet and Construct Circular Fillet Dialog opens. Once specify radius, I have added a few radii but I am not able to place all the radii. Instead of getting a fillet, I get an "Illegal Definition" warning. I changed the radius value to ensure I have enough line length to accommodate the radius and still no improvement. What is the likely reason I can not add all the fillets to the line chain?
Make sure your linestring is all the same elevation if you are in a 3d file. The line segments must be planar or the fillet will not work.

If you placed the line string with the smartline tool, then you should be able to modify the vertex point. Select the modify tool, and then select one of the vertex points. The tool should allow you to change the vertex type from sharp to rounded, and allow to to assign a radius.

The element information of the lines composing the linestring do not appear to have "Z" components, only x and y. But to be sure, is there a "Flatten" command in Microstation?
Are you in a 3d file? if you are in a 2d file then this should not be a problem.
You can search for Civtool.ma and load that set of tools which will allow you to change element elevation or use the modz.ma tool.
