The Setting Spec should use the same values as MS_REF_DEFAULTSETTINGS, but that doesn't appear to have a setting for level overrides.
What would the correct keyin be to do this for all reference attachments? ie SET REFERENCE USEVIEWFLAGS what?=1 *
Sorry, I realise that should be REFERENCE SET... my apologies.
I'm coming to the conclusion that this isn't possible. Anyone care to confirm?

No, unfortunately that's not what I'm after. That will just set the View Flags tick on or off, which is all working as it should. What we need to be able to do is to turn on only the Level Overrides view flag.
The suppost key-in for a (selected?) reference should be: "MDL KEYIN BENTLEY.VIEWATTRIBUTESDIALOG,VAD VIEWATTRIBUTESDIALOG SETATTRIBUTE INFER LevelOverrides True"
But it gives an error message... bug?
Simular the view attributes of the active model can be changed by the command:
"MDL KEYIN BENTLEY.VIEWATTRIBUTESDIALOG,VAD VIEWATTRIBUTESDIALOG SETATTRIBUTE 0 LevelOverrides True"
