New to microstation *
I'm trying to create a linetype that looks like this:
.... .... .... ....
I'm not having any luck by going to element -> linestyles , and trying to create in there. Any advice on this situation?

Create a file in notepad with a .lin extension. Then import via Line Style Edit> file import
Should be something like this.
*MyLine, MyLine .... .... ....
A,0.01,-0.01,0.01,-0.01,0.01,-0.01,0.01,-0.08
Search Autocads online help for more details on line types.

I created a new resource fileCreated a Stroke in it and called it "4Dash-Gap8"After adding the Dashes and Gap for the Stroke (Below)I created a name called "4Dash-8Gap"Then I "Saved" the resource file.
I guessed at spacing!
I added 4 Dashes at 1 with 3 Gaps of 1, Plus a spacing Gap of 8Made them all "Variable" andMade the Dashes Width "Full" (for flexibility)

why cant line styles by like creating cells old school way ie draw what you want it to look like 1:1 , put origin at one end and put a fence around it "load the create line types pallet icon ( yet to be made tool) "and press create and boom done!
been waiting for this for 20+ years .... yes please we can have it for simple line styles and keep the current one for really complex ones keep everyone happy otherwise for now its just easier to use the autocad lin workaround approach...

You can do this now.
Draw a line and place the pattern along the line using the "Linear Pattern" tool
