How can I place a rotated cell that always keep the horizontal text?
In any rotation always I want to see the result 6.

There is an existing enhancement request #41527 for this functionality.

Set your text to "View Independent" in the cell. You can select the text and change using the Element Information dialog box. You have to make sure the text justification works for what you want, but in your case I believe if you set the text justification to Center Center you should get the results you desire.

From MicroStation help: A view independent text element displays at the same orientation regardless of the rotation of the view.
This problem is slightly different. The text is placed at the same angle relative to the cell. When the cell is rotated, so is the text. We haven't changed the view.
