is there anyway to merge a raster file into a dgn so it becomes an element in the dgn file itself? kind of like merging a reference file into the file you are working in? my bosses keep asking me about this, but I told them I don't think there's anyway to do it.
File > Import > Image BUT I recommend referencing it (File > Raster Manager) rather than Importing because you have a lot more control over it's display. It is easier to manipulate and the File Size is kept down! I don't recommend Importing the Image into the dgn file.

As George said above, the only way to do this is File - Import - Image. Another drawback of importing an image is that the quality of the image is not as good as it would be if attached through Raster Manager.

What type of image are we talking about ? Is it a small company logo ? or is it a large TOPO type aerial image ?
