is there anyway to merge a raster file into a dgn so it becomes an element in the dgn file itself? kind of like merging a reference file into the file you are working in? my bosses keep asking me about this, but I told them I don't think there's anyway to do it.
You can't "merge" like you do a reference file, but you can paste an image from the system clipboard into the DGN. To do that, open the image in an image editor such as SnagIt Editor, Windows Paint etc. Select it and copy to the clipboard. In MicroStation, select Edit > Paste Special > Device Independent Bitmap to Design File > Paste. It's not an ideal solution as there will be a noticeable loss of quality. The chicken on the left is the image pasted into MicroStation, the image on the right is the original JPG.

thanks, for the responses, and yes it looks like this isn't going to work for me. it is a very large pdf file we have "referenced" into a sheet via raster manager. the reason my boss wants it imported is because our client doesn't like to open raster manager or the reference dialogue to find the files that are referenced in our sheets, they like everything merged. looks like they're out of luck on this one and will just have to deal
