I am trying to export my linework to a KML file for Google Earth, but I have not been able to find where I can set my coordinate system. Does anyone know how to do this the V8.
The support of coordinate system directly in MicroStation begins with MicroStation V8i (Tools->Geographic->Select Geographic Coordinate System).
In MicroStation V8 2004 you can use Geographics to specify a geographic coordinate system for your model.
In MicroStaiton V8 XM you should use Bentley Map XM instead.
One more thing: In the most simple case you don't have to define the coordinate system. In Google Earth you can place several "pushpins" to places you can identify both in Google Earth and in your model and to save them as kml files. After that in MicroStation you can use Define Placemark Monument to import kml files into your file. When the model will be exported to kml, it is projected from its coordinates to Google Eart coordinates.

I installed MicroStation V8 2004 Edition (build 08.05.02.70) and Google Earth for MicroStation (build 08.05.02.47) and I am able to export my model to Google Earth without a problem you described.
Can you try to create the most simple model (one cube) and to export it to GE with at least one placemark defined, without any othe setting or reference or raster? Before the export check that in a placemark cell coordinates from GE kml file are set correctly (if not, there are empty spaces only).
I am pretty sure both export ways you mentioned are the same and there is no difference.
The toolbars for Google Earth were a part of my Microstation install. Our versions are the same. Was your "Google Earth for MicroStation" a separate download? If so where could I find it?
I have tried the most simple model and am not able to do anything with Google Earth.

yes, Google Earth Tools for MicroStation is the separate download from SELECTservices, category Enhancements and Updates. This version was posted 23rd March 2006.
