How can I delete a level that is supposed to be empty? In the attached image in the Level Display I have lvl 1 Control "bold" with no elements. In the Level Manager level 1 has a Shared Cell Def under "type", in the element count there is no count for cell, cell header or shared cell instance. I have used selectby attributes and have found no shared cells or cells so I am unable to delete the level or delete elements in the level.
at the first, you should to ensure, that the shared cell HT is not used anywhere in your design file, which means to use Select By Attributes tools and to search for the cell in all models in your design file.
at second, try to compress your design with Delete Unused Named Shared Cells setting on.

To solve a problem with shared cell definition can be tricky and wierd sometimes, because the defintion is treated as graphical element, so you cannot "touch it". The last solution can be level purge command, that moves all elements (including non-graphical) into another defined level before the source level is deleted.

Dear JDJATKHA, Some cell may not be deleted since they have Tags associated with them. You've got to delete those first. Got to pull down menu "Elements > Tags > Define." There delete/remove all items in the lists "Tags" and "Sets". Compress your design: Pull down menu "File > Compress > Design." Tell us, is it gone now?
