I am trying to clean up A LOT of dgn files that have junk on the DEFAULT level.
I have tried to delete elements on the level and move the elements to another level using the key-in(s) level element deletd default, level element move dest:60 Default
Sometimes the message center indicates something was moved but when I check level manager I still have a shared cell def(s). I have tried delete scdefs all but the shared cell def remains.
Is there something I am missing?

the main reason why shared cell definitions cannot be deleted is they are used somewhere in a design file. So you should try to use Select by Attrbiutes tool to verify it.
There can be also other reasons, but they usually require to analyze the file.

Jan, I am in the middle of things at the moment but is there a key-in to purge the default level?
purge level 0 or Default - doesnt' do anything
the correct key-in is LEVEL PURGE dest:[level-spec2] <level-spec1>, for more information see help, chapter Level Key-in Format.
But if nor compress nor purge will delete the level, it means the elements cannot be deleted from some reasons. It can also by a correct one and elements are corrupted. I remember I had file where some cell definitions came from old linestyle from MicroStation 95, which was corrupted probably.
