This is an example of one problem I'm having (trim).
1- I have selected the breakline to trim the yellow line (3) to.
2- I cannot move up to pick the yellow line (3) to trim it. The "Locate Tolerance" circle just slides across the screen.
I seems this isn't always the case. When I first open the file I am able to execute the trim command w/o any problems then suddenly it doesn't work correctly (what I'm used to). The same problem occurs when I try other simple commands.
Is there any way to address this problem?
Check your locks.
Check AccuDraw - type V for View Rotation and see if AccuDraw orients itself to free up all direction movement.

When I do the trim command accudraws compass disappears, but it shows the rotation when I use the shortcuts B, V, E etc. AND it looks like the circle is following the rotation as I move left and right. I couldn't find any place to change a tolerance, if there is such a thing, that would not "lock" the circle into moving in just one direction or in 90 degree directions.
I turned off accudraw and the problem went away BUT I use accudraw too much not to have it up
If I'm reading this right, the problem is AccuDraw tolerance. Go to the AccuDraw Settings dialog, navigate to the Coordinates tab and make certain the Tolerance is set to 10 (the default value).
Pick the tool. Adjust the settings. Follow the prompts.

Also, the compass might have taken on an orientation that is not in the same plane as the view. There are some shortcuts that will free AccuDraw indexing.
In early versions on MicroStation, when there is no suspend shortcut, I sometimes used the O shortcut to move the origin off to one side where none of its hints or index features were being offered.
But temporarily closing it is not a horrible solution, if you know how to turn it back on when you are done.
