I am trying to connect to an esri image service via WMS (using v8i) and have come across an issue. I can consume the service when I make requests in decimal degrees (EPSG:4326) but when I switch to a projected coordinate system using feet (EPSG:3089), the service does not work. I captured the WMS request using Fiddler and found that the MinY and MinX values are in meters whereas the MaxX and MaxY are in feet. I can preview the service in the Raster Manager and that request uses the proper coordinates. This only happens when making requests using feet. Services with decimal degrees and meters work fine.
It sounds like the ESRI image service has a bug.
One possible look around would be to manually enter the "Geo Coordinates" of the region of interest in the WMS Map Editor (see Map Definition pane->Range Method).
By default the region of interest is automatically computed in order to obtain the largest area for which reprojection operations is valid. If the bounding box sent by the server is incorrect this computation will be erroneous.
I dont think it is the image service. It previews correctly and the bounding coordinates are correct in Raster Manager. I even manually entered the coordinates but to no avail. I tried connecting to a WMS service from a LizardTech Express Server and got the same result. The envelope was read correctly but the subsequent requests have the MinY and MinX values in feet. It seems to be a Microstation bug unless both the Esri and LizardTech servers have the same bug.
Could you send me the URL of the WMS servers (both LizardTech Express Server and ESRI image service) so I can further investigate the problem?

I didn't realize that the information on the attached Fiddler screenshot was the request done by Raster Manager instead of the one provided by the WMS server. My mistake.
The good news is that this problem has been corrected in MicroStation V8i SELECTSeries 2, at least for the ESRI image service since I cannot access the LizardTech server.
