What causes this message - "Large Level Name Dictionaries were encountered"?
If I do a compress that seems to take care of the problem.
I was under the impression that if I had a dgnlib with 2000 levels in it those levels were not actually in my dgn files until they were used, is that no longer the case?

If you are using only MicroStation, library levels are not imported until used. I am not certain that rule applies to other products. In other words, I believe some products import all levels.
I see that message with V8i SS3, even when only a few levels are in use and no DGNLIBs are attached. I don't recall seeing it in earlier versions.

None of the dialogs show a list of entries in the level name dictionary, but it was discovered that large level name dictionaries can negatively effect performance. As such, we added the ability to compress the level name dictionary in SS3 as well as added an alert. The new message is not indicative of this being new to SS3, only that we didn't test for this in previous versions.
From the Help: A level name dictionary stores the name of every level in the master file and the name of every level in each reference file that has ever been attached to any model within the file. A level name dictionary is an internal implementation and users cannot access it.
Maybe you should consider not sending the alert out to the user. All it's going to do is scare the user and create an unnecesssary waste of time for admins finding out about something they can't do anything about.
