Starting from v8 versions Rasters are no longer treated as References but as graphics elements. This causes lot of issues while working with rasters as they can be accidentally moved, resized etc. Also when any manipulation command is acrive which doesn't support Raster attachements is active the Raster Manager becomes unresponsive without any messages. This is confusing for users. At the same time delete command is exception and Raster Manager works while delete command it is active. I have had this same thought, thank you for posting the idea. My preference would be for a toggle similar to the reference attachments - Treat Attachment as Element for Manipulation.
