I have set the background as the BlueSky with Clouds.
It's no problem to display on PC, but when I print out as a PDF, the backgroud is pure white again.
Try searching in MicroStation help for: Background color map
Other then that, I have no clue.

What happens when you print to colour via paper and printer.plt not pdf.plt?
Can you upload small sample so we can test it here...?
Meanwhile try this create a large ploygon enough to fill your sheet then attach ahigh resolution raster ie JPG or TIFF of a blue skies with clouds not back ground...
then attach this as a reference file to your original drawing and use the sequencing of reference files to put it underneath or first then creat your pdf
but use the normal colourNo 255 = 255,255.255 BG for your BG ...

This is designed behavior.
View background images do not print. Both the image resolution and design placement are inadequate for the purposes of printing.
Use Raster Manager or Import Image to attach images you intend to print.
