Printing - Line Strings and Text Don't Plot

I am trying to plot a raster image using XM's PDF plot file configuration.  However, the line string and text that has been placed on the image do not show up when the file is plotted to PDF.  I have gone to the raster manager and sent the image to back.  I have setup a pen table that places text, cells, and line strings at 1000 and place the raster image at -500.  I have noticed that when I open the PDF file that for a brief second I can see the line string and the text then it gets hidden by the image.  What am I doing wrong?
