my experience with DWF Writer never was satisfying. The same is true for importing DGN in Autodesk Design Review.

In your situation I would consider to publish DWF files in Autodesk DWG TrueView 2010 . DWG TrueView 2010  will produce much better quality and can even publish DWF with levels.

We do this successfully to produce DWF from our MicroStation filesfor use in Autodesk Quantity Take Off. As a basis we use the DWG files we produce for file exchange with our consulting engineers. So we have proven DWG conversion settings in place, to produce DWG first.
&lt;/p&gt;
&lt;p&gt;
DWF is layout oriented. Therefore you will achieve best results when you produce DWF from a DWG layout (MicroStation sheet model). Be aware that you may have to configure the layout properties in DWG True View&amp;nbsp; for good results. To save time you can import a name sheet layout from a DWG template. Fortunately you can do this in DWG True View 2010 now, before you would have to do this in AutoCAD 
&lt;/p&gt;
&lt;p&gt;
Workflow:&lt;br /&gt;
1. Convert DGN to DWG in MicroStation&lt;br /&gt;
2. Apply  desired layout  properties in DWG True View 2010. (This step is optional, if you controlled this in your DWG conversion process already)&lt;br /&gt;
3. Publish DWG to DWF in DWG True View 2010
