I have searched the Be Communities and have found some allusions to being able to create pdf from MicroStation that can be commented on with Acrobat Reader. Is it true?
I can't seem to be able to do anything with the Reader to files I created with XM pdf.plt driver. Is this an Acrobat limitation?

Try using printer.plt instead and make your pdf in the windows environment using full version acrobat writer or a free virtual printer like primopdf then once you have a pdf change the security settings in full version acrobat to do what you want including the password thing ... but it seems silly to me that you bother to put password security and then allow changes... but then its your work flow right?
