I was able to tell it what size paper I want, whether to use True color or Gray scale, and quite a few other things. What I want to know is can I have it tell the printer to use Black and white, or color. By default, my printer is set up for black and white, and when I want to print in color, I pick my color.pltcfg file, but then need to go to my printer settings and toggle it from black and white to color. Can the .pltcfg do this for me?

How is color 208 being redefined? If a pen table, set color 208 to a gray RGB value and all other colors to 0,0,0 (black). Same can be done with Color Maps in the pltcfg. If using either option the color mode setting will have to be set to true color and the printer setting will have to be color.
If this is not a solution, I suggest filing a Service Ticket with Plotting Support and discuss potential options with an analyst.

I suggest leaving your Printer settings set to produce color by default, then use the pltcfg to control the default color setting. In the pltcfg editor select the Base Properties tab and set the Default Color Mode to True Color in the color.pltcfg and set Monochrome in the black.pltcfg.
